2-Administrative Department is informed that the teachers initially appointed in BPS-09 under Recruitment Rules-1989 and allowed running BPS-14 on the basis of higher qualification/experience are entitled to benefit of time scale extended to JSTs and equivalent (BPS-09) vide this department's Policy Circular No.FD(SR-1)1(52)/2010, dated 07.06.2010, on completion of required length of service, i.e. teacher drawing pay in running BPS-14 shall be entitled to time scale benefit of BPS-15 on completion of 21 years' service and time scale benefit of BPS-16 on completion of 25 years' service. The teachers who were allowed selection grade BPS-15 prior to the discontinuation of selection grade vide Office Memorandum No.FD(SR-1)1-(51)/2001, dated 06.11.2001, will be entitled to time scale benefit of BPS-16 on completion of 25 years' service.
3-Similarly, the teachers initially BPS-15 under Recruitment Rules-1989 and allowed running BPS-16 on the basis of higher qualification / experience are entitled to benefit of time scale extended to HSTS and equivalent (BPS-15) vide this department's Policy Circular No.FD(SR-1)1(52)/2010, dated 07.06.2010 and subsequent, modification vide Order No.FD(SR-II)1-107/19, dated 29.03.2019, on completion of required length of service, i.e. teacher drawing pay in running BPS-16 shall be entitled to time scale benefit of BPS-17, BPS-18, BPS-19 and BPS-20 on completion of 9 years, 14 years, 21 years and 25 years' service, respectively. The teachers who were allowed selection grade BPS-17 prior to the discontinuation of selection grade vide O.M No.FD(SR-1)1-(51)/2001, dated 06.11.2001, will be entitled to time scale benefit of BPS-18, BPS-19 and BPS-20 on completion of 14 years, 21 years and 25 years' service, respectively.
04/- It is further clarified that any teacher who may have been awarded BPS-15 Selection Grade prior to the discontinuation vide Office Memorandum No.FD(SR-1)1-(51)/2001, dated 06.11.2001, or any award of personal scale BPS-15, cannot be considered to have become entitled to fall within the category of HSTs and equivalent teachers (BPS-15) in the aforementioned time scale policy, as such award is personal to them, and their substantive scale remains the same as prescribed in the recruitment rules. Any benefit extended to them beyond the prescribed limits is liable to be recovered, as advised to the Accounts Offices vide this department's letter of even number dated 18.01.2023.
