UTILIZATION OF UN-SPENT/UN-UTILIZED SMC FUNDS.

 A letter issued by Reform Support Unit to All Director School Education Sindh and All District Education Officers Sindh Regarding Un-Spent/ Un-Utlized.




 mentioned in letter " Finance Department has released the SMC Funds amounting to Rs. 810 million for 25051 Schools FY-2022-23 in June 2023. It is observed that there is an unspent/unutilized amount of previous years still lying in the SMC Accounts of Schools of all the districts and the said funds are not being utilized properly as per SMC Rules/Guidelines.


The purpose of School Management Committee (SMC) is to improve the Access & Quality of Education. The expenditure of SMC funds has to be incurred according to SMC Rules/Guidelines.


SMC funds may be utilized for the infrastructure maintenance up to 50% and the purchase of learning/teaching material from the remaining 50%. In addition to purchase of learning/teaching material, procurement is also allowed for the essential items i.e. sanitizers, soaps, room disinfectants etc. in order to maintain the cleaner and healthier environment of the school.


Therefore, this information may please be disseminated to all the concerned officers including Head of the Schools and SMC members to spend the unspent/unutilized SMC funds as per provided SMC Rules/guidelines and ensure them to keep proper record of the utilization and also mention the details of expenditure in the SMC Application Form 2023-24".
